To create the Citrus-Spiced Baby Octopus with Crunchy Broccolini, follow these steps:

1. Prepare the Marinade: In a medium bowl, whisk together the orange juice, lemon juice, orange zest, lemon zest, garlic, olive oil, red pepper flakes, smoked paprika, salt, and pepper.

2. Marinate the Octopus: Place the cleaned baby octopus in the marinade, ensuring they are well coated. Allow it to marinate for at least 15 minutes to absorb flavors.

3. Blanch the Broccolini: Bring a pot of salted water to a boil. Add the broccolini and blanch for 2-3 minutes until bright green. Drain and plunge into ice water to stop cooking. Drain again and set aside.
